Joshua McDonough, PE

The ASHRAE Hawaii Chapter is pleased to welcome Joshua McDonough as Chapter Programs Chair. Joshua previously served in this role during the 2019–2020 chapter year and again from 2022–2025, bringing valuable experience and leadership to the position.
As Chapter Programs Chair, Joshua is committed to delivering engaging and relevant programs that provide value to members across the HVAC&R industry. His focus is centered on supporting John Fuller’s presidential initiative emphasizing sustainability, energy efficiency, and the advancement of innovative building solutions. Through thoughtfully planned technical sessions, networking opportunities, and educational programming, Joshua aims to continue fostering professional growth and industry collaboration within the Hawaii Chapter.

Technical Presentation
Topic: Intelligent Control Valves
Presenter: Garry Cole, Belimo Americas, Regional Applications Consultant
Garry has been involved in the HVAC industry since 1972, holding many different positions in residential, commercial and industrial HVAC design, commissioning, service and controls.
His career with Belimo started in 2005 as a field Quality Engineer advising on product and mechanical systems trouble shooting. He is an expert on DDC systems applications and programming.
In his current role, he is the Regional Applications Consultant for Belimo where his primary responsibilities include applications support for HVAC consultants and facilities engineering for large end users.
He is an active member of ASHRAE, has received CPMP certification and makes his home in Portland, Oregon.

Topic: Honolulu Seawater Air Conditioning
Presenter: Greg Wong, HSWAC and Victor Velasco, HSWAC
Gregory Wong is the Director of Customer Service for Honolulu Seawater Air Conditioning (HSWAC), a 28,000 ton district cooling system currently under development by HSWAC in downtown Honolulu using deep seawater as the primary source of cooling. His responsibilities included assisting HSWAC’s current and prospective clients with service-related questions, including, but not limited to, technical engineering, service agreements, and project updates.
Prior to joining the HSWAC team four years ago, he served as operations manager at Navatek Ltd. for more than a decade, where he designed, built, and operated experimental vessels for the U.S. Navy and research organizations. He is co-chair of the Hawaii U.S. Green Building Council Existing Buildings Operations & Maintenance Committee.
A graduate of Maryknoll High School, Wong holds a Master of Science in Ocean Engineering from the University of Hawaii at Manoa and a Bachelor of Arts in Marine Physics from the University of San Diego.
Victor Velasco is a Senior Project Engineer for Honolulu Seawater Air Conditioning (HSWAC). His responsibilities include working in customer development and preparing for project construction.
Prior to this position, he spent 20 years managing shore and ocean facilities for the US Navy in Naval Facilities Engineering Command and Civil Engineer Corps positions. He retired as a Commander having deployed twice in support of Operation Iraqi Freedom and serving in two additional overseas tours.
He is a registered Professional Mechanical Engineer in the State of Hawaii. He holds a Master of Science in Ocean Engineering from the University of Hawaii and a Bachelor of Science in Mechanical Engineering from the University of Florida. He volunteers with the Paepae o He’eia Fish Pond and the Waikahe`olu Chapter of Trout Unlimited, and is an avid surfer and fisherman.
